What to do if a U.S. official from Immigration and Customs Enforcement (ICE) arrives on campus:
- Remain calm and professional.
- Do not confirm or deny the presence of any student, staff, or faculty member.
- Do not give consent for entry into non public spaces.
- ICE does not have the authority to enter non public spaces without a judicial warrant, permission or consent.
- Non Public spaces include a campus residence, administrative or faculty office, classrooms and research facilities.
- Obtain the agent’s name, agency affiliation, badge number, and contact information.
- Note the date, time, and location of the interaction
- Direct the agent to the Public Safety
- Immediately notify Campus Public Safety
- Never interfere with ICE agents if they present a judicial warrant.
- Do not share information about the inquiry with unauthorized parties

Immigration Enforcement FAQs
The Department of Homeland Security (DHS) recently rescinded policies preventing authorities, such as agents from Immigrations and Customs Enforcement (ICE), from conducting arrests for civil immigration violations or engaging in other civil immigration enforcement activity at “sensitive locations” including but not limited to schools. This means that immigration officials may seek to conduct arrests on campus.
The rescission of the “sensitive locations” policy does not affect otherwise existing limits on immigration enforcement authority. Adelphi only releases student records when legally required by a subpoena or court order. In addition, Adelphi will not allow immigration agents into non-public areas without a valid judicial warrant.
Immigration agents may enter public areas that are open to the general public. This includes areas such as: dining hall, reception area, lobby, parking lot.
University staff should not confirm or deny the presence of any student, staff, or faculty member, and should not give consent for entry into non-public spaces.
Immigration agents are only allowed to enter non public spaces if they are provided consent or show a valid judicial warrant. This includes any area where access is restricted by an ID card, locked entryways, campus housing, administrative or faculty office, classrooms and research facilities.
A judicial warrant is signed by a federal judge and is distinct from an administrative warrant that bears the seal of the Department of Homeland Security, Immigration and Customs Enforcement, or the Department of Justice and is signed by an immigration official.
Yes, but individuals should know they have a right to remain silent and not to answer questions. If questioning is being done in person, the individual should ask if they are free to leave. If the answer is yes, they can leave and need not answer questions. If they are told they are not free to leave, the individual should know that they can ask to speak with a lawyer and otherwise remain silent.
